Helen Clarke: As Health Minister tried to allow any doctor to OK abortions; as Prime Minister legalised prostitution, tried to legalise a certain activity for 12 year olds, and made illegal the use of any force to put a child in time out. (The way that law is worded it's also illegal to use force in saving the life of a child if any portion of the force used to do so is for the purposes of discipline.) Quite quite immoral, and the worst NZ PM I know of.
